There doesnt seem to be any break down in the insulative properties, however, Years of electron stripping currents do cause metal fatigue ( Its the reason why fuses seem to melt for no apparent reason and the term "the fuse was tired" was used by a large host of Sparks to explain it).
And coupled with this, it is generally agreed by all relevant bodies that 20 years is about the life time of a rewire so anything longer becomes "due" for renewal, if only to keep up with regs modernising.
