Because of the high earth leakage values that IT equipment has.
when a lot of computers are used together the high earth leakage requires that special precautions are taken. That does not mandate special types of sockets.
the main reason for some places using special sockets is that they reckon they can get higher reliability by having a seperate cuircuit for the computers with surge protection at the distribution point and then keeping noisey equipment off that cuircuit.
