Soil Pipe Does not Vent to through loft.

Hi DIYNotters,

I am redecorating my bathroom and have revealed the soil stack coming off the toilet.

I was under the impression that a soil stack should always vent through the roof.

This one doesn't and has been capped to approx the hieght of the toilet sistern.

There is often a smell in the bathroom, which comes and goes with cleaning etc.

Should I get a plumber to continue the stack into the loft. Is it a health problem etc.
 
Is it capped or does it have an air admittance valve fitted?

Theses aav's can fail and le out smells. Just fit a new one
 
Not sure what this is.

Literally all it looks like is my toilet in the bathroom upstairs is connected to the soil stack, but then it stops below the hieght of the toilet sistern. It just seems to be capped by a round plastic cap.

No special vents or gizmos.

All I need to know really, is whether it is OK to do this? My experience is that soil stacks go through the roof.
