Soil stack question

Need to remove old cast iron soil stack (above ground level)
replacing with PVC/plastic.
Is it permissible to install a stub stack, with air admittance valve, when the WC is on the first floor approx 2500mm to ground level?
Also what would be the best option/item to use to connect/join the plastic pipe to the iron pipe, at the point it has been cut down to?
