Sound insulation - independent wall lining, why in basement?

Hi,

I'm developing 2 flats one of which is in a basement. We have employed a sound consultant to help us pass the relevant tests but i'm confused why we need to soundproof brick internal walls in a basement. I didnt want to question his professional advice but it's left me wondering why ?

Please could you see this plan and explain why its needed on the left plan of the basement, if at all ?

Only walls between a bathroom and a bedroom or other habitable room need sound proofing even then I'd be surprised if a brick wall needed anything in addition to plaster or dry lining each side which it will have by default.
 
Is it anything to do with sound travelling down the wall from the flat above ?
