I have read the full article and nothing has actually changed. They seem to be deliberately conflating legal terms. IMO, it is just more clickbait from the Telegraph to further stir up their base. They certainly know their audience. With my trial subscription I can read the commenters, and they make the Daily Mail ones look like a bunch of happy clappers.

But Dan Jarvis didn't say that. Even though Richard Tice tried to get him to. Nothing has changed. These horrendous murders are still not classed as terrorism. The situation is exactly the same as it was three weeks ago.

It is going to get a massive shake up.

They actually seem to be trying to do the correct and sensible thing here. Although that largely got drowned out in all the baying of "cover up" from the right wing press. The initial review into these horrendous murders has identified that Prevent were concentrating too much on looking for those who might be radicalised by a specific ideology such as Islamism or the far right.

Prevent was designed to divert Muslim terrorists. To avoid being explicitly racist it was structured to catch other ideology based terrorism too (or what is technically termed 'Terrorism')
It was never meant or designed to prevent non ideologically driven spree killers. We don't have a national program for that. There was nothing national to prevent the Crossbow murders of the Hunt family, or the Shotgun mass murder in 2021.
I think expanding the scope of Prevent makes sense, or creating a sister organisation, but blaming prevent for this is like blaming your car insurers for not paying out on flood damage to your house.

Some interesting stuff there, for example minorities are less likely to be receiving treatment for mental health issues than Whites, but are more likely to be sectioned. There's a well known but badly addressed level of racism in medical care.
Just another example of the different realities that you live in depending on race.
