Dip switches are used to invoke modes or states in hardware.
Test modes
Changing parameters(which you are unable to input primarily via a panel or other forms of input. Normally setup by installers to make the hardware out of the box suitable for said environment and or testing. Hence why they are onboard not on the display panel or near the joystick and buttons where said owner customer fiddles with and 'breaks' things.
Anyway step away from the dip switches they're not the issue here, understand what they do, what that board does.
Have you checked the micro switch and the coin switch yet?
