Sparking on earth cable

Makes me shudder looking at that board with everything switched on and the Bus bar exposed like that!!

I suspect there is a screw or something drilled into the Cable and the Live is making contact with the CPC. Or something happening in a back box with trapped conductors with a small nick in the insulation.

There was 0 between live and neutral but every socket works
OK so the picture you have posted of the earth sparking is the two earths on your ring main twisted together, have you seperated these and split the ring to see if both of them spark or just one side? I am reluctant giving much more than this on the fault finding as this is really for an electrician to check

I had 16v with only live conected to mcb between earth and neutral that was measured on cables not connected to terminals

I fully recommend an electrician take a look asap, you are risking electrocution or losing power over xmas. That would be then difficult and expensive to remedy.

Then your best bet now to remedy this yourself is to isolate the ring main and to check each and every socket outlet for loose connections and any signs of missing earth sleeving in the back of each socket, failure to find anything you really need an electrician to check the cables with a meter, another quick check you can do is to unplug everything out of the sockets and re chek for the voltage on the earth again to ensure it isnt a problem with anything you have plugged in. Another thing to look out for is any of the socket face plate screws have not nicked into the wiring.
