The fittings don't need protecting from the cement they need protecting from being rigidly held in place during thermal movement.
Better to read the manufacturers recommendations then ask random people on the internet.
 
If it’s for cold water, don’t run it too close to central heating or hot water pipes as the concrete will heat up (as in UFH) and could warm the drinking water.

Hep2o do a system for use in concrete floors including conduit and junction boxes to make joints / fittings accessible, pipe can be disconnected at junction boxes, pulled out of conduit and new pipe pushed back in if pipe was damaged in anyway, without digging the floor up.
 
The idea with underfloor heating is to lay it with no joints eg using really long lengths made for underfloor.Bob
