Splitting electricity supply that runs from neigbour

That's about right, there would be no charge made to either of you to move your supply in these circumstances.
Whatever the situation there is no way you should contribute towards his costs.
He could force the DNO to move your supply in any case without any cost (apart from possibly legal ones) but, unless the DNO decide to deal with his on safety grounds he will have to pay.

Were it me at the DNO I would happily move yours then give him notice of disconnection of his suppy
You almost wish he'd have at the cables with an angle grinder.... :evil:
