Spotlights leaving black marks on ceiling

I guess it is doing something like this:

And this is normal. It doesn't matter what type of lamp you have, if it creates heat it will cause convection current to transport airborne dust upwards.

As has been mentioned, some types of stain will reappear after painting with water-based paints, notably tobacco and soot.

There have 15 LED's in them so are only suitable for low ceilings, you can get 21 and I think 38 LED variants for more light without any heat issues, you can also get normal bulb replacements such as:

I buy plenty of stuff from Hong Kong without any issues, there's at least one eBay shop that specialises in just LED lighting with all kind of bizarre stuff. LED light is much nicer on the eyes, being pure white rather than the horrible yellow tones from normal bulbs.
 
It's taken me a long time to get back to this, I know, but thanks for all your responses. It looks like the best thing is probably to replace the spotlights with LED ones. Until I get round to that I think I'll just line up the spotlights with the strip. That way any soot should end up on the strip and will be relatively easy to remove.
 
An ioniser might be a way of dealing with it, it should attract a lot of the dust in a room to the dark corner it is situated in (of course the downside is that you have a very dusty corner to clean every now and again!)
