A slight tangent. How safe is it to use jet skis in the middle of the Channel. I have only ever seen them being used close to shore.
The main risk you have is shipping, but these things can easily be managed with radio calls etc. The sea itself is no more dangerous because it's 100m deep or 10 miles from shore than it is 20m deep and 1 mile from shore.
 
They can prevent them from entering UK waters, at that point they remain in French waters.
They cannot interfere with the passage of innocent boats.
Any attempt to pushback or divert such small boats would endanger their lives.
That alone would be morally corrupt and a criminal act.
 
They are worth a go in my opinion.

Lets be clear on what you are arguing first:
A) Rescuing people in distress in French territorial waters and taking them back to French soil is non-innocent passage and the French have the right to prevent it.
B) A vessel not in French territorial waters may not enter French territorial waters to assist a Vessel in distress if it suspects they are illegals as this is not innocent passage

Do feel free to share why a 70ft flat bottom boat, made to a very poor standard overloaded with people is put at greater risk by being gently pushed at the bow, than propelled by the outboard at the stern.

The vessel has to be steered in order to go north, there is nothing inherently dangerous about it being slowly turned around to go south. Do you think the boat knows which way its heading or was only designed to go North?

It is a complex question. After a while I think, for most people, it would become a soul destroying existence. Like being in a very nice prison.
