Stairs still patchy

Hi folks,
Please can someone explain how to sort out my patchy stairs. I sanded down then used zinsser peal stop. Then I used zinsser 123 (two coats water based) but it all looks patchy. Please could you suggest what paints I should use next? Zinnser bin for the undercoat? What should I use for the final coat please? Any paints names I should use would help me out.
