Standard measures

Ok, we all know 18/22mm copper and 32/40mm plastic... but is there a standard for size of the hole in the sink where the tap sits?

Because I recently changed taps and the tap and washer ..only just ... covered the hole in the sink... where the first time i tried it leaked....needed a subtle tweak to seal it !!!
