Is it possible to work out how many amps will be drawn on startup?

A mobile air conditioner draws 5.1 amps when running, cooling input 1130 watts, max output 1730watts ( figures from website), I am limited to 16 amps on a caravan site, is it liable to trip on startup.

Depends whether the protective device is Type B,C or D. Is the cable connecting the unit capable of 16A?. Should it be on a 10A circuit?
 
typically compressors draw 3-5 times the steady state current on start up. If tripping is a nuiscence it is possible to add inrush limiters (such as the SG40) in a box in the supply line, but to be honest, your 16A supply will be good for at least a 32A starting surge (B type trip) and more likely nearer 70A (C type trip), remember that "16A" is the thermal rating, for steady state loads, and you are only worried about a very short transientm, which most circuit breakers will ignore.
