Stepping stones in slate

Hello,

I have just taken the grass and dug it back to mud and have 16 450x460 riven stone pavers to lay in 2 rows of 8 with about 200-300 mm gap between which will have membrane and blue slate in between. Now trying to do this on a budget. My plan is to lay the slabs down where they will go and cut square out of mud below maybe 2 inch then fill with mot1 a stamp with a builders hammer. Then thinking a wet mix on top 30-40mm to set the slabs on won’t be walked on much. Does this sound ok.
Quite wet still on the mud so may cause issues should I do a dry mix instead ? 5/1
 
Personally I would just bed the slabs on concrete rather than faff around with 2 materials for the quantities involved. Fabric down first, slit it to confirm to the slab holes if neccessary.

A 5to1 (all in ballast to cement) mix so it's nice and rich to bond to the slab and make it wet enought to allow the slab to be bedded down. Ground water won't affect anything
 
Wow you’ve spun me a new idea now and to be honest sounds ok mate. So no messing about 5/1 mix on ballast and ramp it where it needs to go. And that will grip the slabs ok mate ? Every where I read said not to use ballast
 
Or do u mean dig a square out say 50 mm then put the bed in the hole and slightly above with the ballast
