Sticking uPVC sill to existing timber sill

Should I use a silicone type product or a 'no nails' type product to glue down uPVC sills to existing timber sills. Also what should be used to stick on the end pieces to the sill ends ? Thanks for any input
 
It is not common to leave the timber cill in place when fitting upvc but if you are, silicone should be fine to bed it on.
We use a super glue for the end caps.

I had new windows fitted a few years ago and the joiner stu8ck the sills on top. Some are now lifting, so i will do it again. I think he had used silicon, so i thought the glue would have been better .. but I am no expert.
