STICKY STONES/CAT LITTER STUFF IN HALL CUPBOARD??

Hi. Can anyone tell me why there are little sticky stones in the bottom of my hall cupboard under water tank, around the pipes?
 
Perhaps the last plumber you employed had a few spare!😈
 
Hmmm. It seems it's been used as some kind of insulation or proofing. It's everywhere but especially around the various pipes (water & gas).
 
I reckon it has been placed there as insulation material! Is the tank on Stone/Concrete floor?
 
Vermiculite.....does it feel like a squashy cork?
It used to be widely used for insulation and was available in huge paper bags.
