No it isn't legal. But neither is pushing a length of 22mm up somewhere painful, which is what I'd feel like doing.
If you used munsen rings, with some gaffer tape at each one so the pipe was gripped strongly it wouldn't slide out and they'd have to do a lot of cutting. Angle grinder scross the screw heads would help make it hard.

A security light would be a discouragement too

Use one of the pipes for a saniflow that would give them a nice suprise when they cut it open , failing that see if they fancy a bit of lead pipe over the head

With some of these dodgey plumbers it would not surprise me if they came back themselves!

Easy enough to rig up an alarm to wake you up.
