Stopcock leaking

No I wasn't thinking of it be adhered to the spindle as such.
Turning the gland nut puts pressure on the top, which is supposed to squash the packing material so it comes into contact with the spindle and forms watertight joint. old packing material becomes hard, whereas new material is quite soft
