Strange clicking sound from dash of Fiat Punto

The is a repeating strange clicking sound coming from the dash board , beyond where the speedo is. you can hear it better when you stand outside the car and put your ear to where the base of the driver sides wiper motor arm is, i dont think it is the wiper motor as this is in the centre of the dash.
What is it and what needs fixed?

Possibly something to do with the power steering column.

I remember driving the same model back from an auction and the power steering rack was on its final legs , and i was getting a clicking noise coming from the unit (mainly when i moved the steering wheel).

It sounded like the noise was coming from the speedo area and was noticable from inside the car , but not noticable from the outside.

Fiat quoted me £500 for the part and £300 for fitting.

You can get the part from ebay £200 (part ex basis). Fitting is not too complicated so if you are/ you know someone thats even slightly mechanical i would suggest you can fit it yourself in less than an hour.
