Another one of these "why is it like this" questions

A fairly new shop, built 2 years ago.

This shop uses 4 x T8 4ft fittings in the main, with louvre reflectors.

Something fairly unique to this shop is the use of ILID shelf edge labels (SELs). These use a digital display to display the price of products. You may have seen them in CHAMPION supermarkets in France.

The SELs contain a light sensor, which takes signals via high-frequency flickering, from the store's lighting system. Thus, every single light in the shop must be linked to the ILID ANT. This is done by bellwire linked to special purple starters on every light (including fridges, the cigarette gantry, freezers, the office and warehouse). Any omissions introduce harmonic flickering which would render the signals invisible in the surrounding area.

Now, on looking at the ceiling lights, it appears they dont contain an internal ballast. Rather, they have been wired in DI singles, crimped straight onto the small-gauge wiring that feeds the tubes (this is what i can see from looking at the fittings with the reflector in place). What could they have done here? Control of the lights is via a gridswitch of about 12 switches in the warehouse, nothing unusual there (though I'm told the lights do come on during the night to apply price changes). Could they have had to use larger ballasts for the ILID system, thus fitting them seperately? Or might they have linked several fittings together to a single ballast? Is this possible?
