Stripped Paper Can I Paint Over This With Matt Emulsion

I have started stripping some lining paper on my landing and the surface underneath is ok condition, it has uncovered somekind of blue finsh (attached photo), is this somekind of primer/glue that has been used to seal the plasterbaord and can I just paint straight over it with matt emulsion?

Do I have to do anything to prepare the surface first?

Impossible to tell from the photo.

Why not try painting a couple of sq feet to see what it looks like and whether anything seeps through, then decide?

Personally I'd be inclined to reline with Wallrock before painting, for a more propfessional result, but it's up to you.

Is that directly onto the plasterboard? It just looks like some sort of rag rolled paint finish to me, although the image is a little blurry.

If the surface is sound then you can do one of two things:

1. Remove all traces of paste of with warm water (a drop of washing up liquid is optional) and a scraper before rinsing thoroughly with clean water, filling, sanding and painting.

or

2. Fill imperfections, sand the whole wall flat and smooth, and apply a coat of Zinsser Gardz before using your chosen emulsion. This option will also help seal slightly unstable surfaces but anything serious will need to be removed and repaired first.
 
Yes have stripped everything else off and thats whats left directly onto the plasterboard.

Just had a quick look some images of rag rolled paint finish and it does look very similar, can this normally be painted over with just matt emulsion and nothing else.?

Bullseye is a high grip primer which adheres to almost all surfaces without sanding and also acts as a stain block. The Plus version is a newer spec product which does even more, and is also alkali resistant.

Gardz is a clear penetrative sealant which helps on porous, damaged, problem surfaces and dries to a hard film that accepts most paints well. It is also designed to seal in wallpaper paste residue whereas the Bullseye won't, meaning any residue would reactivate and bobble as it gets wet.

If the wall is completely cleaned of paste then either product can be used, although Gardz is the cheaper option. It is pretty thin though, so you will need to bear that in mind if you are not neat with a brush/roller.

Rag rolling can normally be painted over quite easily but, if the texture is thick, it may still show through subsequent coats unless it is sanded.
The other option would be to line the walls before painting, as has been suggested.
 
Would anyone recommend using Polycell Basecoat Paint then just normal emulsion after?
