Perhaps burts can confirm the situation in their area.Some areas just require piling. Like where I live - it's formally sand dunes so everything gets piled. Don't know about the OP's location, but in some places you don't need an inspection to know.
Unfortunately, piling design is something most SEs would not wish to get involved with. OP may have to look a little further than his locality.
Alternatively, local piling companies might know of people who would be prepared to undertake the design.
