Im looking into converting a room into a small studio flat in Westminster and wanted to know if there's a minimum amount of square meters required for plans to be authorised?

Your council will dictate the area and it will be written in the 'Local Plan' so you will have to find it. It should be online or if you ring them they should tell you where it is on their website.

Space standards are National now. Look up Technical Housing Standards.

Government's minimum size is 39m2 so I would use that as a starting point. I believe this is also the figure in the latest version of the London Plan.
