Sub base in two layers

I have to lay a sub base in two layers as the digger driver got a little excited.

Can I rough out the first layer before compaction or would it have to be prepared the same as the final layer before blinding? - (meaning level to within 30+/-mm tolerance)

There's that much to fill (400mm and about 40t!!!!) so I don't want to spend too much time getting the first layer perfect (if I don't need to) to then fill it up again.
 
Deep bases are put in in layers anyway. Compact every 100mm

OK, but how rough can the layers be?

If it were just one layer I'd lay it then compact, fill in the dips and level of the peaks until it was fairly level. Do I have to do this with each level or can I rough it out, don't bother with the peaks and troughs as the next level will fill it before compaction.
