Super Chlorination ??

I have a plastic pipe that I put in some time ago to cconnect a new water main to my property (we are currently on lead). I spoke to the water board today and they are telling me that since the pipe has been in for about 2 years, unconnected, then I need to have it 'super chloriniated' or replaced. They didnt tell me this when I filled all of the forms in for the original inspection (although they have lost all the paperwork and are going to have to reinspect). They alsoe said I will have to show them a certificate once it has been done.

Are we being told the right thing and how much should I expect it to cost?
 
they want it super chlorinated to ensure it doesn't / can not contaminate the water supply. new pipe cheaper (probably) oh and price see item 9

I can understand the theory but surely if it was in the ground for 3 months (which they suggest is OK) it could be equally contaminated. Does the certificate have to come from someone registered to do this type of work?

Oh, incidentally the pipe is already in and buried and is about 40m long!!
 
If the pipe is in use any contamination, eg plasticizer, oozing out of the pipe walls is continually washed away and out of your taps - and you drink it!

Or maybe they're worried about what might have crawled into an open end. You can expect a fair amount of insect life to have taken up residence in your pipe if it's been open for two years.
 
Will just have to bite the bullet and pay to get it done. £350!!!!!
 
Tell them the pipe has been connected to the old supply ( at the boundary ) since being inspected & has therefore been in constant use & therefore does not need to be chlorinated.
