If it hasn't leaked up to now I wouldn't worry. Regarding the replacement if that's the new tile it looks shoddy, get them back in, that gap is gonna leave it vulnerable to wind driven rain.

Surely scaffolding planks should be secured?

It looks to me as though the tile nib/lug is not located on the batten.
In other words the tile looks like it needs pulling down onto the batten i.e bottom tile edge not level with its mates.
