Survey revealed sections of balustrade missing

My HomeBuyer's Survey on the property that I am buying showed that sections of the balustrade were missing and this was flagged up as a high priorty defect that is a health and safety issue.

Does anyone have any rough ideas what the likely cost of getting a new balustrade fitted would be? I need to try and get the current owner to fix this or lower the purchase price.
 
if made an offer then you have excepted that the banister wasnt there or not fully up to standard
its almost like saying you want the carpets changed

i wouldn't consider it as a normal negotiating point once you have agreed a price
but hey its up to you its your house but expect them to be cheesed off :D
