suspicious wires from neighbours next door

The dodgy looking wires in question belong to the electricity distributor not your neighbour, as they are before your neighbours meter. So whilst it would be a good idea to inform your neighbour and have him/her complain as well, it is actually the electricity distributor's responsibility to sort it out.

That set-up should be against the ESQCR.

The earthing connection for next door should be made tamperproof.

The other thing about that is that if that connection comes loose, next door (or both houses, depending upon whether that conductor at the clamp is continuous or not) will lose their earth. If the conductor at the clamp is not continuous, then there will be a potentially live conductor floating around in that mains cupboard!

Those cotton covered cables to your neighbour may have been fed off the Incoming side of the supply fuse, that means they may be fused at up to one thousand amps at the substation, if they developed a fault, there can be a major problem.
 
I see that there is a box of cheerios just in case of an emergency. :)

Can the OP get the DNO to change the cotton covered wire? I'd have thought that its no longer acceptable.
Whats under the tape is worrying.
