Does using the floaters in the pool for chlorine dispensing help reduce the cost of electricity used by pool? One could then presumably reduce the amount of time water is pumped over chlorine blocks placed in the pool trough (which water passes over from pool to pump). Thus reducing use and cost of electricity. This is for pool abroad. thanks.

Floaters need to move around in the water so you need a constant movement in the water. This is achieved simply by the pump circulating the water.
For best dilution of chlorine tablets the water needs to be between 20-30 degrees C and moving.
Do not try cutting corners when maintaining a pool or tub as it is false economy and can cause adverse reactions to peoples capability of dealing with the wrong chemical balance. Don't forget, as well as maintaining the chlorine balance you also have to control the alkalinity and PH levels accurately or you put your bathers and equipment at risk of harm/damage.
