Best way to refurbish a swimming pool

Our new place has a 'swimming pool' that the previous owners left to ruin. It holds about 24000 litres of water which at the moment is pretty green and sludgy.

There is a filter pump which is in working order. We've been running the pump continuously for a few days now and have the right chlorine levels but the difference to the water seems pretty minor.

I'm left wondering if this is the best approach and how it would compare to pumping out all the water and refilling from scratch?
If there is only a few pounds in it knowing the water is all new (if thats a term that can be applied to water!) would be extra peace of mind.

Controlling pool water is pretty specific and I think you'll need to contact one of your local contractors really. Certainly in the first instance.
