Have a read though this thread. It relates to a user with similar (perhaps even identical) problems to yours.

We will need more details, though, if you do post back here ... the process you go through, at what point does the SR fail, so on and so forth.

is system restore turned on? Do you mean you have tried to do a restore but it fails? or wont attempt to restore at all? What happens when you try and acces msn explorer (you are the forst person I came accross in ages that uses that creature!)
Does this mean you managed to resolve your problem and get SR working again? If so can you please post again with some info on what fixed it for you?
It will help others as this problem does turn up on various forums from time to time.
