Why does cable in domestic installation have to be double insulated (T&E)?
In commercial it is acceptable to use singles

Any cable insulation needs to have basic mechanical protection and there are serveral ways of providing this, sheathed cables such as T+cpc meet this, or you can use singles in conduit which provides basic mechanical protection and more besides.

It just so happens that singles and conduit are more suited to commerical and T+cpc to domestic, nothing stoping you using singles in conduit in your house
 
and yet when i told that i was thinking of doing it that way i got replies that ranged from..

" no, you can't do that" to "you;ll never be able to sell your house later if you do.. "
