Tap foamer retrofit

Hi,
I have always noticed that in much of mainland Europe and many hotels that the water comes out of the tap more like foam than water. I was told once that there is a small mesh filter that causes this effect.

Recently I saw a device in an Eco catalogue that claimed to reduce water consumption by making the water foam when leaving the tap. Is this a true claim? If it is, can I fit such devices to my current taps? I lost the catalogue so any links to such products would be appreciated.
