Hi folks,

I'm a DIY beginner, this basin tap handle has come loose and doesn't operate properly.

It works with a screwdriver inserted and opens and closes with a 1/4 turn, however the handle is loose and doesn't open / close correctly.

I'm not sure of the terminology here, but should I be replacing the white cylinder piece around the screw or is the tap finished?

Don't waste time trying to repair what happens is modern tap handles do not rise up when turned like old style taps stop cocks and outside garden taps. They are telescopic inside this is what wears and jambs up, dismantling and greasing may work for a week or two but it will fail again.
Just google tap revivers tons out there!(y)
 
That looks very much like a grub screw fixing head.
Pull off the blue plug on the head. I suspect you will find a grub screww
underneath that has come loose and just requires tightening.
