My cold tap in the kitchen drips constantly, also the tap can fully rotate past the normal 'off' position.

I cant get in to check the washer as the valve release nut wont budge. Also, when applying downwards pressure to the tap, this stops the drip momentarily.

Is this problem the washer or the seat?

probably the washer, makes no differnce though to fix either you still have to take the tap apart
