Taps next to boiler

Sorry to ask what I'm sure is a basic question but can anyone tell me what these three taps and (if they're not just left over from a previous system) what position should they be in?

The pipes don't look like they're connected to the boiler or water tank, they just come down from the loft and dissapear through to floor.

Recently moved in and they were messed with when we were trying to work out the system so want to make sure we've not left them in the wrong position.
 
they are both cold water main pipes and more than likely to still be in use
 
Thanks Tim, makes sense. Assuming the taps are in the right position given all seems to be working. Out of interest why does it split?
