Tarmacadam of driveway: Few questions

Hi,
am in the process of getting a coulpe of quotes for my driveway to be excavated and having tarmacadam put down.

Can i ask what the normal "layering" is?

First guy said hed dig 5 inches put down 3 inches of compacted hardcore blind it with sand then put the tar down(there willbe cars parked on this regularly)

The next guy said hed dig 16 inches...

I have done a bit of research and if i understand correctly there should be 2 layers of tar layed...a binder and a top course/wear course.
Neither of the 2 guys seem to be putting down 2 courses.
Is this normal??

tarmac is typically laid in two parts.

a larger aggregate 50mm layer and a 25mm finer aggregate wearing course.
 
3 inches of sub-base is no where near enough for a driveway

Cheers lads,
Have another few quotes/job specs got and am going for a fella who is putting in 10" hardcore.
Rang quite a few guys tho and none of them put in two courses of bitumen(no wear course)...they CAN do it but insist they never do and it would be V expensive if i wanted it ;) Ireland eh!
