I agree and I applaud the OP for asking the question. Leaving un-insulated cables (live or dead) is unacceptable practice and downright dangerous but I do not see what is wrong with cutting the cable at an angle, ensure no copper projecting then wrapping with good quality insulating tape or self amalgamating tape. We have some tie on labels which are very useful for identifying unused conductors (ink directly written on them tends to fade after some time)
