Right I know how to do this test but was asked yesterday this question but was not sure of the right answer :oops:

When doing a Insulation resistance test why should the circuit be fully de-energised

Because otherwise you'd be pumping AC & DC down at the same time.
 
Because Insulation Resistance is a DEAD test and is carried out (with others) to test the integrity of the circuit before any voltage is applied.

Also because you'll scrog your tester - most wont let you do dead tests if the circuit is energised.
