hello i got a bathroom ceiling with a painted on textured coating,its not that thick,just wondered if it could be covered over with a couple of coats of skim?

Yes it can, remove any flacky paint, grease, dirt etc.....
Then prep the surface with PVA (read instruction on product as they do vary) normally 3/1 or 4/1 with water.
Then leave to dry over night, then another coat of PVA solution leave a short will to go tacky. Then apply your plaster.
