The correct way to screw together?

This is a really basic question. But I could do with knowing!

Whats the corrcet way of screwing 2 pieces of 2x1 (or any wood come to that) together? Is it that you use drill right through the first piece of wood (side) and slightly into the end of 2nd? Or should you drill all the way through both but using a drill bit that is slightly smaller than the screw you are using?

Sorry about the basic nature of the question but I want to get the strongest joints possible for the framework for my model railway baseboard.

I suppose it depends if the wood you are using will split? but to be safe drill through it with a smaller bit first
 
If possible screw the smal piece to the big piece, pilot hole is not necessary in soft wood as long as you have the power to screw it.
