I think you should have taken it for its MOT like that, so you could have "educated" the tester as to why it shouldn't be a fail...

My fixing it hasn't any bearing on whether it balances itself. Before I realised a non-braking wheel, the car did not exhibit any difference in braking characteristics. Everything was balanced and fine. Being a non-racing driver, even a 2 wheel braking would have worked fine for me. Even having 2 wheel braking, I wouldn't have needed to use them very much - it's mostly about positioning.
