we have a steel fitted to inner leaf with a plate fitted to bottom flange. Thenplate was suppose to be for bricks. This is single story, steel is 5.4 m

Brickie has now said no need for bricks as fascia is big and will hit below or online of steel.
My concern is thermal bridging, cold spot and condensation.

BRICKIE SUGGESTED INSULATION IN WEB, but I am concerned is this enough.

Only a condensation risk analysis would tell you for sure, but you want to make sure the steel has minimum surface area that's not well insulated. Insulating the web will cover a lot of it, but you basically need to cover as much exposed steel with as much insulating as possible.
