Thermostatic Radiator Valve

Hi all, we are having a conversation at work about T.R.V's. can someone settle an argument, you have a rad off the wall and no decorators cap on the trv and the heating system is switched off ie power to the boiler and there is a hard frost would the uncapped valve open and leak water.
Also if boiler is powered on but the programmer is off, again rad off and no cap, hard frost would the trv leak water. Thanks for your time.

depends on the valve if its on frost * setting then yes

if its off 0 then no

exept some don't differentiate (this sites spell checker is the s h i t s )
