Thermostatic Shower connections

I have a mixer shower, hot from Vaillant combi (11 lpm) and cold from tank in loft (about 1m head to shower head). Shower pressure is not great on the cold side of things, hot seems ok
Options as I see it
1.Connect cold to mains which has good pressure (fairly easy job as bath etc are connected to mains) - is this allowed?
2. Raise tank in loft - can only go up 600mm - would this make enough difference

As craig says, you need cold mains pressure to acheive a balanced supply to the shower.
