Thin Screed Bonding

I need to put a thin screed down (30 mm) onto a concrete base prior to tiling and need to know whether I should bond this or not and if so is PVA sufficient?

tip water on your concrete floor and sweep it around to wet it and the dust, then get half a bucket of water and stir cement until
its like tined milk in thickness and pour this on to the wet concrete and sweep it around to spread it, then screed on to this while
its still wet / damp, this will key the screed and bond it to the concrete.
