Thistle DriCoat and thistle multifinish

I've recently had a full wall replastered, on advice thistle dri coat was a applied 1 metre up, even though its an internal wall, rest of wall has dried within 4 days but this bottom piece remains wet. I was warned by the plasterer it takes an age to dry, in fact up to 6months, as thistle dricoat is designed to repell water, but just how long could I be waiting? A week, month....house has central heating, just an eager beaver to paint the wall. The plasterer has said with sizing you can use matt paint over damp plaster as it breathes, but no way do I believe this, your answers would be greatly appreciated.
