I have a ceramic tiled fireplace which I would like to update cheaply. I have never used as a working fireplace and do not intend to in the future. Am i able to plaster over the exsisitng tiles to achieve a smooth finish?

You can do so by mixing up a grout with fine sand cement and pva. Put 2 gauging trowels of cement to one of fine sand and 4 caps full of pva i always use febond its the best and add water to it. Mix up enough to do the whole job at the same time by repeating as above. Then paint it on and leave for 24 hours to go off. Then you can plaster over it do not use any water on the grout before you start. The plaster will take a bit longer to pick up as you have killed the suction with the grout.
